Restriction on Second Hand Motor Vehicle Sales!

Significant amendments has been made in the Regulation on Amending the Regulation on Trade of Second-hand Motor Land Vehicles, published in the Official Gazette dated August 16, 2022 and numbered 31925. These amendments has been effective as of August 16, 2022.
Authors
1. Those engaged in the trade of second-hand land vehicles cannot directly or indirectly market or sell automobiles and off-road vehicles before 01.07.2023 unless 6 (six) months and 6.000 (six thousand) kilometers have passed from the date of first registration. The Ministry of Trade is authorized to extend this date up to 6 (six) months.

With these amendments, the Ministry aims to prevent supply and demand imbalances in the motor land vehicles market, excessive and unfair price increases and stocking activities.

It is noteworthy to state that only the marketing and sale of automobiles and off-road vehicles shall be restricted within the regulation. The types of vehicles such as truck, bus, pickup truck etc. are not covered by this restriction. Additionally, this amendment does not include individual sales.

2. In case automobiles and off-road vehicles registered before 16.08.2022 in the name of those engaged in the trade of second-hand motor land vehicles are marketed or sold until 15.09.2022, the afore-mentioned provision shall not be applied.

Those engaged in the trade of second-hand motor land vehicles are authorized to freely market and sell vehicles registered before 16.08.2022 until 15.09.2022. After such date, these vehicles cannot be marketed or sold unless 6 (six) months and 6.000 (six thousand) kilometers have passed from the first registration date.
